Cees Withagen (VU University Amsterdam) and prof. dr. Rick van der Ploeg (VU University Amsterdam and University of Oxford). Merit Based Scholarships Various projects are available, including imperfect competition in resource markets, the optimal tax carbon emissions, the first design the best and second best policies for renewable energy, the transition from various types of energy sources, the political economy of climate change. The Merit Based Scholarships research project has both theoretical and empirical dimensions.
